Smile Advice on type of harnesses

I am looking at this website looking for a safe harness for Siu Pao. I have a step-in harness for him currently which I bought from the groomer (not buddy belt) but he pulls a lot during walks and I am afraid the harness I am using will hurt his neck or chest so I am looking for something safer than that. My question is, he is 7+ pounds and is still growing so I am trying to find out, is there a rule for bigger Yorkie on types of harnesses? Like there is vest harness, dri-fit vest harness, T-harness, which is the safest in terms of not hurting their neck and chest and if they pull hard, will the velcro ever come off? Also looking for the type that I can use during any season.
