Oh no, I'm so sorry to hear. I know the University of SK in Saskatoon is FANTASTIC (I lived in Saskatoon for 10 years). They have one of the 2 top vet med programs. She likely needs a orthopedic surgeon to fix it properly - I would call the university and see what they can offer.
