I live in an apartment complex and I ALWAYS pick it up. I have a little carrier for the pick up bags and scented bags (I take it very serious) and besides I get grossed out if I see Simon and Hallie sniffing poo! I always bust people too if they aren't picking up. After their dog goes and they start to walk away I always say, "Oh did you forget a bag, need to borrow one?" then I give them the thin ones I have hidden in my pocket! I'm not wasting my pink, scented bags on them
