Default Help - Breeder Won't Send Papers

My breeder was supposed to provide AKC registration papers after receiving proof that the puppy has been fixed. Well, she received a copy of his bill for being fixed about 3 months ago and still hasn't sent his papers. I've emailed her twice and called once. She responded by e-mail two months ago and said she had been very sick, but had not forgotten. Then, a month after that I called and she said she'd been swamped giving refunds to some people b/c the papers were pulled on one of her sires (not Scooter's dad). Again, she promised to send the registration papers.

I don't know what to do. She seems to be a really sweet person, but she's been jerking me around forever on this. What should I do? Take her to court? Report her to the AKC? Get over it and move on?
