I agree that you may be giving her a little too much freedom right now. I had a small bathroom with a baby gate, and in the bathroom I put his food, bed and the box with pads inside. When it is a small area, they don't really have much choice but to go in the box. I put him in there whenever I couldn't keep my eyes on him. When I could watch him, I would take the gate down and we would play in the kitchen or bedroom or wherever, and I would periodically walk him back to the bathroom to see if he needed to go. That got him used to going to that spot from other rooms. Once he was trained to go in the box 100% of the time, I started moving it slowly, now it is in the closet and we finally have our bathroom back! That is what worked for me, but it was a slow process. Even though he was trained to pee on the pads when I got him, it took several months to get him fully trained on them.
