If you're willing to take another little Yorkie into your home, I'd certainly take this little girl off the hands of your friend. Sounds great!
The price is quite reasonable (sounds like the owner really can't part w/ her w/o some payment as you mentioned her medical bills) and if she's healthy, why not??
