You could try redirecting the response she gets from the whining. If you know she is tired and whining at you, put her in her crate. She will soon get the idea if she whines at you, she will go in her crate. So, she will think twice before whining if she is not ready for that.
I say all this with no experience at all -- I am a spoiler and give in to the whines. Now that is a momma with no will power.
