I spay/neuter before the puppies leave here and if I would have a hernia I would do it at the same time. If these are in fact very small the puppy probably will be just fine, but I have known of puppies that the hernia strangulated and they died, so if the breeder will not agree to spay/neuter before the puppy leaves, I would take her immediately to your vet for his opinion on whether the thinks they will be ok until he alters the puppy.
