my lucy ate the pads-so you are better off than I was -we live in Denver, co and she is very good about going outside-even in the snow.
We started going to a specific spot (not too far from the door) and I gave her little cut up hotdogs or treats and she goes outside now-we started with newspaper training, but she would go on magazines or whatever was laying around-that had to stop.
maybe when yours gets a little bigger, you could try going outside.... lucy was funny, she would hold it when it was raining, or snowing at first and doesnt like the rocks to touch her feet, so she walks thru the pebbles on her tiptoes... she is such a princess...
