It could be inguinal hernia's, and they definitely should be checked by a vet. Usually they are fine until spay/neuter time and then can be repaired, but they need to be looked at to make sure they don't need attention sooner and especially if the situation is changing. I would just go get her looked at and see what the vet says, plus you can have the vet you use call the previous vet and they can compare exams to determine if it is worsening.
