  I know Yorkies are like potato chips... we ALL want more.  But, if your mom is paying your expenses, then the one pup you have is a luxury 
above what you "can afford".  And, as much as we love our furbabies, house training ONE can be unnerving at times.  I'd say, seeing as how it IS your mother's house, it IS her decision whether to bring another puppy in!  Ambushing her with yet another UNtrained pup is extremely unfair - NOT a positive step in mending what seems to be a broken fence between you two already.
