I don't think it is because you have 2 females, because I have 2 females and they know their alpha order. One thing I made sure to do from day 1 is make sure Jazzy (my older one) was always given attention first, extra reassurance, etc. So that she knew her alpha order was still in tact and my baby, Mickey knew her alpha order was lower than Jazzy's. And they both know that I am alpha dog.
It has worked out very well for us. Jazzy and Mickey love one another but Mickey definitly follows Jazzy lead for everything. I am so happy I took this approach, since Mickey's first day home, because personality wise--Mickey is much more adventurous and much less shy, than Jazzy. Had I not made sure Jazzy still retained her higher alpha status--Mickey would have walked all over Jazzy. Then I would have had a miserable Jazzy and much fighting between the two. Instead I am blessed with 2 dogs that get along great and truly love each other.
Just a thought, but maybe you could reinforce your older dogs higher alpha order and set the little in place regarding her alpha order.
