I get what you're saying, don't get me wrong, I don't think it would be that clear cut though--that's a big gray area to try to regulate.
I really just didn't understand your question. As far as being able to register them, couldn't tell you, never had to try. As far as regulating breeding or producing them....who's goign to stop someone from doing it?
