If it were me, I'd take him and clean him up. Then I'd hold on to him for a while because you don't want this bad owner to check the shelter, find him there and then take him back home again only to continue treating him in this terrible way. I bet you could find a home for him right here on YT. But I know (from personal experience) that it's a lot of work when you take in a stray. Maybe you could take him to a shelter that isn't close to where this woman lives so that hopefully she wouldn't think to look there. I'm just afraid she will find him and take him back and continue this abuse (because to me, what she is doing to this poor baby is definitely NEGLECT and ABUSE).
