I agree with that. I had Pepper only for a few months now and almost every weekend happens that a big unleashed dog runs towards him... IN A PUBLIC PARK, not a dog run. Pepper's always leashed and I don't take him to dog runs yet, until he learns to come... So far those dogs were friendly but I'm scared even to think what if ....
