Ok, the first thing I would do is get and x-pen to designate the "potty" area in the yard. I would go to Petco or PetsMart and buy some spray that you spray on the grass (it smells like urine) to get a puppy to go.

So, I would spray the x-pened area grass with the urine spray and keep the puppy in the area and keep repeating "go potty" and let him smell the urine spray and it should stimulate him to go. As soon as he goes, praise him and give him a treat and let him outside the x-pen as a reward and he gets play time. He will soon learn he has to potty before he gets free play time. Confining him to a specific area will keep him focused on the task at hand.

I would do this every hour on the hour, because I puppy that small has to go about that much. As soon as you are done playing with him, he should be taken back outside for another potty break or placed in his "safe" place in your house where his bed is and it should also be x-pened or blocked off. When he wakes up, out to the grassy potty area again. Keep repeating the "go potty" demand and praise and reward when he has done his business. It should take him no time to get the idea of what you want. But understand it will be many more months before he actually will "ask" to go out for potty on his own, so you will need to watch him like a hawk and like others have said "No free roam of the house" until he is reliably housebroken.

If you cannot afford 2 x-pens, then leash him when you take him outside, spray the area you are at and don't move, just let him walk around but only within the reach of the leash and keep repeating "go potty" and do the rest as described above.
