I actually bought a Puppy-Go-Potty for Otis when he was little, and I would line it with a pee pad. Here's the site, if anyone is interested:

The only problem was when Otis would take a crap, he would hang his heinie off the edge of the tray, and the poop would end up on the floor. So we got rid of the tray and use the pee pad by itself, and now Otis finds he makes his target everytime! (Well, most of the time!)
