it's NOT abnormal practice withholding "limited reg papers" until a breeder receives proof of spay/neuter from the pet owners vet. It has nothing to do with being lazy or too busy to submit papers in a timely manner. It has everything to do with the pet owner living up to the spay/neuter contract they signed.
