I don't think it's safe at all either! Breathing in that stuff has to be harmful to their lungs. I agree, you should definitely wash it off! Maybe a pot of hot water, or a hose, or something, but definitely do something. Your neighbors don't sound like their very stable people. Pretty immature, if you ask me! Good luck!
