One of mine just started doing this a couple months ago and she is about to turn one. The other one - same age - loves the cat box. I keep trying to put the box where the dogs can't get to it, but it's hard to do when the dogs are smaller than the cat and can seem to get anywhere!
So.... the general census is that Deter doesn't work??
