I would go for the 7 week old pup at the 2nd breeder. It sounds like she would be the best choice based on her response to you and based on her size. She might grow up to be a little bigger than you think, which is fine - you'll love your little girl no matter what weight she ends up being.

Both of our boys were playful and happy to be around us the first time we got to play with them, and they have stayed that way through today. At 12 weeks, one was 1.5 lbs and the other was 2 lbs, and they're both about 8 lbs now (2 years old). Those size prediction charts don't really amount to much.

I would be wary of the pup at the first breeder that was scared of you, and of the little one at the second breeder, especially if this will be your first Yorkie. When they are young and small, they can be prone to hypoglycemia, especially the tiny ones.
