When I first got my puppy, she was 3 months old and I couldn't take her outside because I don't have a yard and live in a high-risk area for parvo. I had her pee pad trained inside the house and she was very good about peeing and pooping on her pad. I only had one pad down in the kitchen and she would run to it whenever she needed to go.

When she turned 4 months old and completed her shots, I started training her to go outside. She was really stubborn in the beginning and would love to sniff around outside but wouldn't go to the bathroom outside, she would wait until she got back inside. I had to bring her pad outside for her to know it's ok to go.

I agree that using pads inside the house trains them that it's ok to go inside the house. She's 6 months now and still has several accidents every week. I absolutely refuse to put the pads back down though.
