I agree with the post about waiting until they are older and you will have a better idea. Also, pictures can look different everytime you take them and we can't see any body structure or coat quality, but on what you have posted I would keep No. 3, but maybe 2 because the ears look smaller.

If you are planning on breeding her in the future, one that will mature to at least 5 pounds would also be very important. Coat quality, good bite, good knees, straight back, ear set, small ears, best conformation (height at withers, equal to length from collar to tail). Conformation as a puppy probably is a guess at best.
