I have the same problem w/ Maggie...
at home when I take her harness and put it on her she's all happy and jumping around, but the time we cross the street to go to the park she stops squats and gets scared and looks at everything around as something is gonna attack her... in the end I take her in my arms and finish the walk...
So weird...
