I don't think neutral ground would work for cats. They aren't territorial like dogs.
If he is declawed I'd let him and the puppy work it out with supervision. After being swatted at a few times, the puppy will learn to avoid him. Also if you swat the cat when the cat swats the dog, he might learn to leave the dogs alone.
Actually I believe keeping them apart has only added to the problem. Cats and dogs usually get along if they are allowed to work it out.
I would not leave them together alone, but while you are around let all three of them work it out. My one cat used to want nothing to do with the dogs, now he sleeps in their bed. The other one will hiss and swat at them every time they get near him, but he never hurts them. Usually he tries to avoid them. |
