I think they just need their Good Citizenship Certificate. But I'm still not sure that stores have to allow them if you are not in need of their service.

Unfortunately dogs do not have the same rights as people. there are even some parks and beaches that do not allow them.

Some people don't clean up after them and therein lies the problem. A few disrespectful people ruin it for everyone. Hell some people don't even clean up after themselves, leaving trash behind where ever they go.
