  I also think you can stop this behavior.....  but there are a couple things you need to do. 
 1)  Be stern with him - he needs to know that you are serious about not wanting him to do this.
 2)  Be fast - get up and stop this behavior "immediately" everytime it happens.
 3)  Be consistent - never let him get away with it even for a few seconds - even if you're busy doing something else - stop what you are doing and immediately go and stop his behavior (and be stern and serious with it).
 
 I think if you're consistent - and keep on top of this - you'll soon break this habit.

 ***** I may be wrong  - but over the years - I have heard that poodles have the highest libido in the dog world.  Is he neutered?  So - I'm not so sure this is just a "submission" thing with your little poodle.  He may be a little more serious about it than that!
 
 My sister had a poodle years ago - and it got to the point it was embarrassing - because everytime anyone in the neighborhood had puppies - they were always part poodle (and she knew it was hers!!!!)  So - she'd hide in the house with him for a few weeks --until the next time.
 
 **** This was 40 years ago - back when dogs ran around a little more freely than they do today.
