I don't know what to say. I would sue this guy and if he's not the owner I'd find him and sue him too, for letting this irrisponsible(sp) ************* walk his dog. I'm sure someone somewhere loves this dog and I'm sure someone knows that this dog had this capability. No dog just out of the blue does something like this, there are signs that any owner can see and knows that it means things are not right with their dog.
