Default Mastitis?

Lily's 3 puppies are now four weeks old, and this week I have been trying them on a little soft mushy puppy food. They are taking a little but not huge amounts and seem to still be suckling regularly.
This morning she seems a little agitated and once again holding onto her favourite squeaky ball, which she had in her mouth all through the birth! The vet says its her security blanket!
I have noticed that under the top set of teats is very swollen and firm compared to the other sets which are fairly flaccid, and although I have no previous experience of a whelping bitch my guess is she has developed mastitis. I don't really know anything about the condition and am wondering if it is something I need to call the vet about? Obviously being a Saturday they are closed until Monday. Is this urgent? Shall I call him out as an emergency? or is there something I can be doing myself to help? She is not distressed as such, just seems a bit anxious. She spends fairly long sessions away from her pups, but always going back for regular feedings.
Need some advice ASAP please fellow Yorkie owners!
