Don't suction down his throat - the swinging should bring any fluids to the mouth so just inside the mouth is fine and each nostril.

If he can suck from a bottle he can suck from a nipple, continue to try every hour before you feed him to try to get him to latch on to Mom. Move all the hair for him, wet the nipple with formula, keep big brother from bumping him off, and do everything you can to help in latch on first.

He should be eating 1 ml (5 ml is 1 tsp) per ounce of body weight every 3 hours so 8 ml per ounce per day, so if you can only get drops in at a time you have to feed much more often to get the full amount in him.

It is very dangerous to feed a chilled puppy, warm him up slowly first. Normal anal temperature for a newborn is 96 or 97 degrees. If he is feeling cold then check temperature before feeding. Also make sure you are boiling the water before adding it to the powder if you aren't using a ready made formula that is premixed. The formula should also be heated to about 98 degrees. Do you have a source of heat? Make sure he is staying warm and not wandering off and getting chilled - this will kill a newborn puppy very quickly.
