Dogs (especially puppies) don't generalize well. Your pup may understand that "I use this pad in this house to potty", for instance, but doesn't understand that "this pad" also applies to "this other house".

Go back to the very beginning with your pup in any new environment - ie containment, constant supervision, redirection when inappropriate, and most importantly, praise and treats for getting it right. Take heart: it shouldn't take long before it clicks with your pup "OH! I use this pad in this house, too! Got it!"
