I live in a townhouse. Loki goes to the front door and I stand inside and let him out on a 26 foot flexi. He goes out about 10 feet to the grass, pees, then runs right back. But he's done that his whole life so you might want to work on some recall commands before you do this. But it works very well for us. The cold weather bothers me more than it bothers him. It takes longer to put the coat on and take it off than it does for him to go outside and pee for 20 seconds so we skip that unless there is snow.

In the summer if it's nice weather I will let him out our side door where he has a little tie-out and I will hook him up and stand on the patio while he sniffs around the side yard. Our neighbors also use a tie-out rather than a flexi in the same way. (Don't worry none of us just leave our dogs outside, this is just for potty business.) Then we go for walks around the neighborhood during nice weather and I can usually get Loki to pee 3 or 4 times and ALWAYS poop so then he is nice and empty for a couple hours.
