MIne had sever luxating patella and he got surgery. I'm glad we did it because he was limping. He is good now except I hear a constant click on that knee but it doesn't seem to bother him.
Get a second opinion and if its bothering him, get the surgery.
My surgery was fully covered because my BF bought Zoe from a pet store and the store covered luxating patella until he is one year old.
