If her legs don't seem to bother her, or cause her pain, then surgery isn't really necessary, imho. My vet told me that Luna's knees are grade 3 on one and 4 on the other one, and that he would only do surgery on her if she was limping or seemed to be in pain from them.
Getting a second opinion wouldn't hurt
