A Yorkshire Terrier is a Yorkshire Terrier. There is no such thing as a European Yorkshire Terrier, or a Standard size, Toy size, teacup size etc.
The Breed Standard for a Yorkie is under 7 lbs. As with any purebred dog, size can vary within the breed, so you can get oversized which is over 7 lbs and likely can hit 19 lbs. Undersized is considered, by reputable breeders, to be less than about 4 lbs. although breed standard does not specifically mention a lower end of the scale. The Yorkshire Terrier is classed in the Toy Group by the American Kennel Club and the Canadian Kennel Club
Some other breeds of dogs have size varieties such as the Toy, Miniature and Standard Poodle and are shown in dog shows in the different varieties with only the Toy Poodle being shown in the Toy Group.
Doxies also come in size varieties the Miniature and the Standard and are shown in their coat variations as well, smooth, long hair and wire coated.
None of these apply to the Yorkshire Terrier however. Often the Yorkie in Europe are a little bigger than what we see here and I would bet the European Yorkie would go over 7 lbs a lot of the time.
