If you are training him to go outside only, I would put a bellyband on him when he's in the house and take out to an enclosed small xpen after he wakes up, after he eats, after plays and every hour. Put him in the pen and take the bellyband off and tell him to "find his spot" or whatever the cue is and then wait a second. If he doesn't go right away, start to walk away. He will learn quickly that he needs to do his business quickly or you will leave him in there.
After he goes, let him out to play and explore a little as a reward. You might try a treat reward too.
