But...when she poops, she's getting poop all over her butt and then scooting on the floor to wipe it off. My cousin is "convinced" that it's her anal glands again. I'm just telling him that she wants to get the poop off.

you are right---anal glands are not the only reasons they scoot. They do it to remove any poops that are stuck on there. Sounds like she needs a "sanitary trim".
