It seems to me that you have really thought this through - and you are wise far beyond your years!
You are so right in saying that if everyone waiting until they were financially secure to have kids - there would be very few in this world.
As far as financial help goes - you didn't get pregnant on purpose. Wherever there is assistance being offered, you should get it if you really need it. You have been a taxpayer, too. But, whether or not the "father" wants to be a part of this child's life - he has an obligation here too. If he is able to pay child support, then I would start there. I am of the mind that there are consequences for every action and if others keep you free of those consequences, they are just paving the way for you to continue to be irresponsible (JMO).
Remember there are sacrifices necessary for all good things in life. Congratulations on your little girl.
