At 4 months old, she is too young to even undersand that their are places That she shouldn't pee.

She does not know that she has done wrong, when she cowers, she is only reacting to your tone of voice.

At 4 months old she should not be allowed the run of the house. Confine her to a smaller area, and you will have much more success.

My guys have done great in the kitchen, but it has just been recently that they will go out to their pee pad or out the doggie door when I allow them in the living room. they are 10 1/2 months and 9 months.

You are doing the right thing by scolding and taking her to the peep pad. But if you cut down her space you will have more successes and less accidents.
