Thanks for the suggestions! I do have to be very careful as the Mayor of the town is the guy's relative believe it or not! Our homes are right close to one another so I do think they would know that I took the dog..but I am going to try to convince the guy it is wrong to have the dog outside like this and see if he wants to find her a good home. As far as organizations to help here I have contacted the humane society in the next town over once before about a situation and was told they cannot help as we live in a different county. I then called the police dept. here and they said the only way they could help was if the animal was dangerous and they would shoot it! I know it is hard to believe but there really isn't any thing the law will do about it so I think the best solution is like someone here mentioned ....offer to find the dog and puppies good homes.
