I can also totally understand the desire of many to rescue that little face behind the bars of the cage in the pet store....to give that 'one' little pup a home with lots of love and kindness.
The only problem is, once that pup is purchased, another one has to be bred to take it's place. The cycle relies 100% on our desire to help that 'one' little pup. If we all stopped doing business at these stores...stopped buying these pups, then mills would have few places to sell to.
I agree that there should be a law that forbids stores from selling puppies/dogs/cats, etc., but I don't know if that's going to happen any time soon. Sometimes it comes down to the public just saying 'NO WAY ARE WE GOING TO BUY PUPPIES FROM PETSTORES ANYMORE!!!'
