The woman I got Max from had never shaved his ears and his were both down but trying to stand. When I took him for shots the vet shaved them and within a few days they were up. He has a lot of hair on his ears and they were just too heavy. My vet said most of the time shaving is enough but if they are stubborn you might need to tape.
