Yes, one bite can cause severe itching for several weeks in dogs with this allergy.

Yes, use Aveeno Oatmeal Bath. Mix with warm water in a cup or dish, and apply a little at a time and gently massage it in. Put warm (not hot) water on baby to keep him/her warm during bath. Leave it on as long as possible, wet, and rinse gently and thoroughly.

Benadryl will ease the itch, 1-2mg per lb. A good, natural moisturizing spray, like Veterinarian's Best or hydrocortisone spray for dogs will help. If skin feels hot, use cool (not cold) compresses for a few minutes.

My guys get a few fleas even with Frontline. It works as well as the natural sprays with de limone, citrus, eucalyptus, lavender, etc.

Try to distract from the scratching, and best wishes, because I know what you and baby are going through.
