my little guy does that as well when he gets excited or is on a walk. My vet says it si common in all ages of yorkies and they are genetically inclined to have a collapsed trachea and if you just get them to calm down when it is happening they are fine. but you should still let the vet know. I was told as well that it does not matter what type of lead they are on..
