I woulden't go by the chart, it really doesn't work in my opinion. Poptart was the same, he was 4 pounds, (I can't remember the ounces), at 16 weeks. He was suppost to be alot bigger too. He only got to 6 pounds. Trixie was suppose to be 12 + but she stopped at 9 pounds. She is bigger than the others but she fits in the carriers perfectly. They have carriers that will hold up to a 12 pound dog and they are still small to carry around and cute.

It is nearly impossible to guess their weight, he could end up bigger or he could stay small. So far all of mine have had big growth spurts and started growing fast, I thought they were going to be huge, but by 6 months they were completely done growing. They were all fast growers were they grew alot in a short time but then stopped growing early.
Just watch his growth and see how much he gains and how long it took him to gain it. If he did go by the chart, he would be in the 7-8 pound range which is still small. But there is still a chance he could stay small.
