My first YOrkie that i had for pet did that but never did have to have the surgery.
In my opinion, I think many Vets want to recommend surgery too quickly on these little dogs. Where you do have to consider surgery is when as she gets older it becomes a problem which you want to watch for over the next few years. Problems can be where she isn't walking on that leg hardly at all or is hiding a lot due to pain in the leg. You will know if something is amiss.
Many small breeds of dogs will go through their life just skipping on their walks. How serious it becomes and whether or not surgery is the best answer, will be a wait and see.
