Gracie does this all the time, some days more than others. My vet says it is a reverse sneeze, harmless and not to be concerned unless she starts coughing. It seems like it might be worse when she has been inside in the heated (dry) air than when she is outside in the rain. You might try running a humidifier if your air is very dry and see if that helps.
