I WOULD NOT!! They do not like the heat and get cold very easily,, I do not like dogs; any dogs, Penned or tied outside,, Not much of a life,, Dogs need interaction and companionship..
I get very upset about this ( but it is my opinion) But I fight alot with my dad, about this,, he has a german shephard that is tied outside 24/7... WHY??!! what kind of life is that? Would you want that?
But ,Yorkies are way too little of a breed to be outside,, and they NEED people!
