It certainly sounds like he is reacting from fear. (Most dog bites, BTW, are due to fear.)

I really and truly think that you need to consult a positive trainer. Make sure it is a POSITIVE trainer. Your pup, because he is afraid, should NOT be harshly corrected for his behavior but should, instead, be desensitized to what he is afraid of - ie other dogs. Corrections will only make him more nervous.

In the meantime, I would run interference for him. Put yourself between him and approaching dogs. That's what a leader does. Stay there until your dog decides to approach the other dog. If he doesn't fine. Don't make him.

As for your one friend... Hmm, there is no telling why he reacts to her as he does. To be safe, I would probably keep him away from her. Does she, by chance, have a big dog?
