My sister's beagle does this. The vet said it's allergies. I don't remember if she got an allergy medicine, but she had to wipe in between her toes with a special medicated wipe because Belle had developed a yeast infection from licking so much. She would lick at EVERY possible chance. I would ask your vet to take a swab of the area. I'm not an expert, but it sounds exactly like Belle with her allergies.
